Greenville County Business License: No License, But a Free Registration
Greenville County Business License: No License, But a Free Registration
If you searched for a Greenville County business license, the short answer is that the county does not issue one. Greenville County levies no business license tax, so there is no county license fee to pay and no county license to renew. What the county does require, for many businesses, is a free annual business registration under Ordinance 4277. Whether you must file it depends on two things: whether your business sits inside or outside a city, and whether you already hold a state license, permit or registration. This guide covers both, along with the hospitality, sales tax and zoning questions that usually come up at the same time.
This guide is informational content, not legal or tax advice. Ordinances, rates and state thresholds change. Confirm current requirements with Greenville County and the relevant state agency, and talk to a qualified attorney or CPA before making decisions about your business structure, taxes or contracts.
Start with the question that decides everything: city limits
Greenville County is the largest county in South Carolina, with 583,125 residents. About 67% of residents live in unincorporated areas, meaning outside any city limits. That split matters because county and city rules are separate. Six cities inside the county each license businesses on their own: Greenville, Greer, Mauldin, Simpsonville, Travelers Rest and Fountain Inn. A business located inside one of those cities deals with that city's license office. Only businesses in the unincorporated county fall under the county registration described below.
Your business location is what counts, not your mailing address or the city named in your mailing address. If you are unsure whether a property is inside city limits, ask the city or the county before you assume either way. A wrong guess can leave you with a missed filing for an entire year.
What Greenville County does not charge
Greenville County does not impose a county business license tax, so there is no county license number to look up, no annual license fee and no county license renewal bill. The distinction matters because the South Carolina counties that do levy business license taxes use a May 1 to April 30 license year, due April 30. Greenville is not one of the nine counties that levy one. Those nine are Beaufort, Charleston, Dorchester, Horry, Jasper, Marion, Orangeburg, Richland and Sumter.
Statewide, the picture is similar. South Carolina has no general state business license. Business One Stop is explicit that registering with the Secretary of State is not a business license, and it directs owners to apply for any local business license with the county or city where the business is located.
The free registration: Ordinance 4277
Greenville County's business registration requirement comes from Ordinance 4277. It applies to businesses located in the unincorporated county that hold any state license, permit or registration. The registration costs nothing, but it is not optional for qualifying businesses.
| Item | What to know |
|---|---|
| Who files | Businesses located in unincorporated Greenville County that hold any state license, permit or registration |
| Fee | Free |
| Deadline | Before December 31 each year |
| Scope | One registration per location |
| Governing law | Greenville County Ordinance 4277 |
The phrase “any state license, permit or registration” is broad, and it is the part most owners miss. You do not need to be a large company or a licensed profession to qualify. A single retail shop with a state retail license qualifies. So does a contractor holding a state contractor license, or a food operation holding a state food permit. Each location gets its own registration, so a business with two storefronts in unincorporated Greenville County files two.
State items that trigger the county registration
These are the state-level items most often behind a county registration. If you hold any of them at an unincorporated Greenville address, plan to file.
- SCDOR retail license. Sellers of tangible goods need a Retail License from the South Carolina Department of Revenue. It carries a one time, nonrefundable $50 fee per location and is applied for through the Business Tax Application on MyDORWAY at dor.sc.gov.
- Contractor licenses and registrations. Commercial contractor licensing starts above $10,000 in work, and residential specialty registration starts above $500. Confirm the current thresholds with the state agency that licenses contractors before you bid a job.
- Retail food permits. These come from the South Carolina Department of Agriculture. Older articles that point to DHEC for food permits are out of date, because the responsibility moved when DHEC was split in 2024.
Other state filings may also count. The county decides which items qualify, so get its answer in writing for anything outside the list above. In particular, ask whether a South Carolina entity filing, such as forming an LLC with the Secretary of State, counts as a state registration. Do not assume it does or does not.
Entity filings and DBAs: what the state does and does not ask for
- Standard LLC. Formation is a $110 filing through Business Entities Online at businessfilings.sc.gov. An LLC not taxed as a corporation is not required to file an annual report with the state, and it does not pay an annual License Fee.
- Corporation. Formation is a $110 filing, made together with Form CL-1 Initial Annual Report of Corporations and a one time $25 initial License Fee. The CL-1 is due within 60 days of doing business or using capital in South Carolina. Corporations also file an annual report with their corporate income tax return.
- Sole proprietorship or general partnership. These do not file organizing documents with the Secretary of State. The county registration can still apply if you hold a state license.
- DBA. South Carolina has no state DBA filing, and the Secretary of State does not register DBAs or trade names. Business One Stop directs owners to record a DBA with the county or municipality, and to list it as a trade name on the IRS EIN application and the SCDOR Business Tax Application. Because Greenville County issues no business license, ask the county how it wants a DBA recorded for an unincorporated address.
Hospitality and accommodations taxes
If you run a restaurant, bar, hotel, short-term rental or other lodging business, the county tax picture is separate from the registration rules. Greenville County levies a 2% hospitality tax that applies only in unincorporated areas, plus a 3% accommodations tax. Confirm whether the accommodations tax applies to your address before you price a stay.
Cities that license separately may set their own hospitality rules, so a restaurant inside Greer or Mauldin answers to that city as well. Before you open, confirm who collects each tax, how often you remit it and whether you need a separate account with the county.
Sales tax: the state rate and what to confirm
South Carolina's state sales tax rate is 6%. Local add-on rates may raise the combined rate at your address, so confirm the total for your location with the South Carolina Department of Revenue at dor.sc.gov before you set prices or configure a point-of-sale system. Do not copy a combined rate from an article about another county. Retail sellers also need the retail license described above.
Zoning is a separate question
A county registration does not approve where you operate. Zoning decides which uses are allowed on a given parcel, and that is handled by Greenville County's planning and zoning staff, not the registration process. Check zoning for the exact address before you sign a lease, buy a property or start buildout. A registration or permit does not cure a use that zoning does not allow.
Greenville County is drafting a short-term rental ordinance, with the draft in progress as of August 2026. If you plan to list a short-term rental, ask the county planning office where the draft stands before you commit. The rules may have moved since this guide was written.
Renewal: what actually recurs
The county registration is an annual filing, not a license renewal. Mark December 31 on your calendar and file before that date each year. The filing costs nothing, but a missed deadline is still a missed deadline. Each location needs its own registration, so renew each one separately.
City licenses follow the same statewide May 1 to April 30 license year, due April 30. Greenville, Greer, Mauldin, Simpsonville, Travelers Rest and Fountain Inn each license separately, so confirm each city's rates and renewal method. Local business license renewals for participating jurisdictions run through localblrenewal.com, which the South Carolina Revenue and Fiscal Affairs Office operates. Ask your city whether it uses that site.
Step by step
- Confirm whether your business address is inside or outside city limits.
- List every state license, permit and registration you hold or need, including the SCDOR retail license, contractor credentials and food permits.
- If the address is unincorporated and you hold any of them, request the free registration from Greenville County and file it before December 31.
- If the address is inside a city, apply for that city's business license and ask about its renewal date.
- Check zoning for your exact address with the county or city planning office before you sign a lease.
- If you run a lodging or prepared food business, confirm the hospitality and accommodations tax steps with the county.
- Add the December 31 county deadline and each city renewal date to your calendar.
Where to get help
